Lottery Proceeds Top $5 Billion to State and Education After 29 Years

Twenty-nine years after the games started, the Missouri Lottery has surpassed more than $5 billion in proceeds to the state and public education. With the January transfer of $25.4 million, the Lottery exceeded the $5 billion mark.

“We are proud to have reached this milestone and provided the state and especially public education with these invaluable funds,” said May Scheve Reardon, executive director of the Missouri Lottery. “But we couldn’t have accomplished this without our loyal lottery players, the retailers who sell our products statewide and our employees. We can’t thank them enough.”

Reardon noted that when the Lottery began, it offered only one Scratchers game at a time and only one Draw Game, Missouri Lotto. Now, the Lottery offers more than 30 Scratchers at any one time and sells eight Draw Games, including four daily games.

“Total sales since the games started have exceeded $17.3 billion,” said Reardon. “Retailers have earned more than $1 billion for selling Lottery products, more than $10.5 billion in prizes have been awarded to players, and the state and public education have gained $5 billion for important programs, capital improvement projects and services.

“Not to mention, more than 415 players have won life-changing prizes worth $1 million up to $293.7 million,” Reardon added. “That adds up to more than $3.1 billion in jackpot prizes, on which these players also paid taxes, which was even more revenue for the state.”

One hundred percent of Lottery proceeds go to public education. In FY15, the proceeds are allocated for programs such as:  the Foundation Program, the A+ Scholarships program, Special Education Excess Costs, the Classroom Trust Fund, Access Missouri Financial Assistance Fund and operating costs at state universities. “Lottery proceeds have provided more than $1.9 billion to the Foundation Program, more than $241.4 million for A+ Scholarships and more than $163 million to community colleges, just to name a few beneficiaries,” said Reardon.

Each year, the proceeds are allocated by the governor and the state’s legislature during the annual appropriation process. These funds represent approximately 4 percent of the annual funding required for Missouri’s public education system.

For each dollar spent on the Lottery, more than 95 cents goes back to the citizens of the state in one form or another. Approximately 65 cents is returned to players as prizes, 24 cents goes to the state’s public education programs, 6.1 cents pays for retailers’ commissions, incentives and bonuses, and 4.9 cents is used for administrative costs.

“The Missouri Lottery is entirely self-funding, meaning it doesn’t cost the state or taxpayers anything to operate,” Reardon noted.  “In fact, our operating costs have gone from a high of 14 percent down to 4.9 percent, which is one of the lowest in the nation.”
