Missouri Lottery Proceeds Top $4 Billion

Missouri Lottery proceeds to the state and public education surpassed the $4 billion mark with the June 17 final transfer of $20.9 million. The Lottery also exceeded its annual proceeds goal to public education in FY11, coming in at $259.4 million, which is $4.3 million more than last year.

“This year our goal was to raise $259 million for public education, and we are proud to say we not only met, but exceeded that goal by nearly a half a million dollars,” said May Scheve Reardon, executive director of the Missouri Lottery.  “We exceeded our profit goal despite a poor economy, high gas prices and below average jackpots.”

Reardon said one of the main reasons the Lottery was able to surpass its annual goal was due to having a larger advertising budget.

“The Lottery was so much more visible this past year,” she said.  “We were able to promote the games not only through traditional advertising, but also through several key sports sponsorships like the St. Louis Cardinals and Rams and the Kansas City Royals and Chiefs.”

Reardon said other factors that contributed to higher profits include increased Scratchers sales, adding a new EZ Match feature to Show Me Cash, improvements to the Club Keno game, improved distribution of tickets, optimization efforts at retail, and expanding the retailer base.

“The Lottery retailers, employees and vendors really stepped up the pace this year,” Reardon said.  “All of their efforts combined have really made a difference in our bottom line and what we were able to contribute to public education. I can’t thank everyone enough for their hard work.”

One hundred percent of profits from Missouri Lottery ticket sales go to public education. In fiscal year 2011, these proceeds were appropriated for a variety of programs including:  the Foundation Program, the A+ Schools Program, Special Education Excess Costs, the Classroom Trust Fund and funding for several public higher education institutions. Each year, the proceeds are allocated by the governor and the state’s legislature during the annual appropriation process. These funds represent approximately 4.25 percent of the annual funding required for Missouri’s public education system.

For each dollar spent on the Lottery, approximately 96 cents goes back to the citizens of the state in one form or another. Approximately 64 cents is returned to players as prizes, 26 cents goes to the state’s public education programs, 6 cents pays for retailers’ commissions, incentives and bonuses, and 4 cents is used for administrative costs.
