A Kansas City man is $100,000 richer after uncovering a top prize on a Missouri Lottery "Monte Carlo" Scratchers ticket. Frank Al-Rubaie purchased the winning ticket at CVS Pharmacy, 315 W. 75th St. in Kansas City."Monte Carlo," a $5 game with a top prize of $100,000, officially began on June 13. To date, six top prizes, as well as thousands of $5 to $25,000 prizes, remain in play.
